Samantha – QSM for the London Region

Samantha Norgate is the Quality Service Manager for the London Region at Prospero Health and Social Care Recruitment. With over 17 years of experience as a registered manager with both Ofsted and the CQC, Samantha’s extensive background includes managing Residential Children’s Homes, supported living homes, domiciliary care agencies, and clubs for disabled children. Her expertise also extends to consultancy, where she completed Regulation 44 visits and supported companies in opening and registering new homes with Ofsted.

Professional Background: Samantha’s career in the health and social care sector is marked by her unwavering commitment to improving the lives of children and young people in care. She has a wealth of experience managing diverse care settings, and her consultancy work has given her a comprehensive understanding of regulatory requirements and best practices. Her role at Prospero allows her to leverage this experience to ensure that the recruitment process consistently identifies candidates who are not only qualified but also deeply committed to providing the highest standard of care.

Key Strengths:

  • Expertise in Childcare: Samantha’s deep knowledge of the needs and rights of children and young people in care guides her in ensuring that every child receives the support they need to lead a fulfilling life.
  • Regulatory Compliance: Her experience as a registered manager with both Ofsted and CQC allows her to expertly navigate the regulatory landscape, ensuring that all services meet and exceed the required standards.
  • Passion for Quality Care: Samantha is motivated by the profound impact that high-quality care can have on a child’s life, striving to make a positive difference in every role she undertakes.

Personal Insight: “I have always been passionate about ensuring every child or young person in care receives the highest quality of care. The best motivation for me is seeing the difference we can make in their lives, watching them grow into young adults who are ready to transition into adulthood and achieve their goals.”

Significant Achievement: “One of my proudest moments was working with a young person who was involved in criminal activities. Through hard work and determination, he turned his life around, gained qualifications, and moved on to semi-independent living. He now manages his own budget, maintains his flat, and has secured an apprenticeship. He still keeps in touch, and his progress makes all the hard work worthwhile.”

Debbie – QSM for the North West Region

Debbie Roxborough is the Quality Service Manager for the North West Region and the Designated Safeguarding Officer at Prospero Health and Social Care Recruitment. While she doesn’t directly engage in the recruitment process, Debbie plays a critical role in ensuring that the right people are placed in roles and that they are fully prepared to provide exceptional care.

Professional Background: Debbie’s role involves close interaction with both staff and young people, ensuring that everyone in the care system is supported and safe. Her work goes beyond traditional management; she is deeply involved in mentoring and guiding her teams, ensuring they have the tools and knowledge needed to perform their duties to the highest standard. Her commitment to ongoing staff development and adherence to best practices makes her a vital part of Prospero’s quality assurance framework.

Key Strengths:

  • Staff Development: Debbie emphasizes transparent communication, continuous learning, and accountability, helping staff understand their roles and responsibilities.
  • Empathy and Support: She is known for her empathetic approach, going above and beyond to support her team and the young people they care for, while maintaining professional boundaries.
  • Commitment to Excellence: Debbie’s dedication to quality is reflected in her proactive approach to problem-solving and her willingness to go the extra mile to ensure safety and well-being.

Personal Insight: “In my role, I prioritize being responsive and transparent with the staff team and young people. I believe in the importance of empathy, encouraging staff to learn from mistakes, and providing unwavering support to help them succeed in their roles.”

Significant Achievement: “A particularly proud moment for me was when my perseverance paid off with a young male who is severely autistic. After weeks of no communication and daily attempts to interact, he finally began holding full conversations with me and the team. This breakthrough was recognized by Senior Commissioner Annette McKneal from Lancashire, who praised my commitment and offered us free training on conflict resolution, which will help us become a main provider for Lancashire’s regulated homes.”
